According to Randy Thommason of Campaign for Children and Families this bill will affect private schools and colleges in a big way. Here is what he says about the bill:

Under SB 1441, colleges that accept students with state financial aid (Cal grants) will have to sacrifice their Biblical values in hiring and admissions. There is absolutely no exception for faith-based organizations in the bill.
For example, under SB 1441, Christian and other faith-based colleges will have to accept transsexual instructors and homosexual-bisexual-transsexual clubs on campus. They will have to support these sexual lifestyles in every “program or activity” on campus, including classroom instruction.
